Security and Transaction Propagation

The goal security and transaction propagation is to allow for the automatic conveyance of security and transaction information from a parent MEP to a child MEP. This would be accomplished via standard MEP properties.

Note: JBI 2.0 will hopefully address this, but outside of the Alaska timeframe
